NAKED MILE
TALKING POINTS
(April 2001)

The University of Michigan strongly discourages participation in the Naked Mile as a runner and/or by stander for the following reasons:

A. The event is not sponsored or endorsed by the U- M or the City of Ann Arbor.

B.  It is unlawful - enforcement by DPS and AAPD will be intensified.

1.    Possible arrest and prosecution for indecent exposure.  Conviction may result in the individual being required to register as a sex offender
2.    It is unlawful for minors to possess alcohol and for anyone to possess open alcohol containers in public places.
3.    Arrests may become a matter of public record and could affect future career efforts of participants.

C.    It is dangerous -  
1.    Personal harm and/or injury: physical assault, groping, harassment, broken bottles in path, other debris, falls, fights, etc.
2.    Conflict with vehicle traffic; may be hit by a car.
3.    This year, construction activity and fencing in the Diag area increases the potential for physical injury.  To reduce the risk of assault and injury, the remaining narrow pedestrian walkways between Hatcher Library/Haven Hall and Tisch Hall/Museum of Art will be closed, and access to and from the Diag in that vicinity will be restricted. 

D.    Short- and long-term embarrassment for U-M and participants-
1.    The event tarnishes the University's legitimate traditions by association.
2.    Participants are photographed and videotaped by onlookers: photos and videos shown/displayed/sold on cable channels and on the Internet.
3.    Photos and videos bring embarrassment to participants and participants’ families.

NAKED RUN PLANNING MEETING
March 5, 2002

PRESENT:  AAPD -- Larry Jerue, Mark St. Amour;  Prosecutor's Office --
Steve Hiller; UM DPS - Bill Bess; UM General Counsel - Dan Sharphorn; UM Student Affairs - Frank Cianciola; Community Relations - Jim Kosteva; Communications - Julie Peterson, Joel Seguine, Diane Brown, MSA - Edgar Zapata

I.    ASSIGNMENTS -
a.    MSA at meetings - Frank introduced Edgar, co-chair of the MSA campus safety commission
b.    EMU contacts - Bill - still pending
c.    County/MSP - the OUIL task force will operate that night.  Larry will verify whether or not we can pre-publicize this effort.
d.    Parking - the DDA will close the Forest St structure at 5pm for maintenance.  Bill will talk with Pat Cunningham about only allowing vehicles with permits to enter UM structures.
e.    Letters -
i.    Dan O. is scheduled to meet with the AASchools superintendent on March 18 and once again encourage her participation with a letter to HS seniors and parents. 
ii.    Julie indicated Pres White would send a letter to all UM students and the provost would send to UM faculty
f.    Other printed materials - Joel presented the graphic ideas from Marketing Communications.  We'll be distributing tent cards, commuter bus placards and Daily ads.
g.    Meetings with varsity and rec sports - Mike wasn't able to attend, but had emailed Diane that the meetings will take place.  Edgar asked to clarify information he heard from last year whether student-athletes would lose their scholarships if they ran.  Edgar encouraged the committee to be sure accurate information is regularly disseminated to students that articulates the potential consequences for specific actions.
h.    Meetings with Greeks - Mary Beth Seiler will be invited to our next meeting.
i.    MSA - Edgar indicated he and Jenny Nathan would decide soon whether to ask MSA to provide shirts for volunteers.  Discussion was held regarding the role of volunteers.  Unresolved questions included:  how do we train all of the students, how do we keep them safe.
j.    Michigan Daily - Diane will be trying to schedule a meeting with the editorial board
k.    Plant & Plant Extension - Charlie will be working with both departments regarding construction areas, additional fencing, etc.
